Shawn Nematbakhsh c34428375c CHROMIUM: cros_ec_lpc: Correct MEC access mode for short payloads 
If the Host Command payload is less than 4 bytes
and is word aligned then the payload will not get transferred.

TEST=Boot glados, verify that standard EC host commands are still
functional.
